Fines and Fees

A fine of over $2.00 will trigger a system block on a patron’s account. Items cannot be checked out unless an override is used. Override SHOULD NOT be used unless there are reasonable extenuating circumstances. If unsure, please call the County Library and speak to the Circulation Supervisor.

A fine of over $75.00 will result in the patron being submitted to the collection agency. When submitted, a $10.00 charge will automatically be added to the patron’s record.This will render the account restricted until payment in full is received.

Replacement charges for books that have not been returned are incurred at 39 days overdue. These charges include a $2.50 processing fee for all item types. Should the items be returned within the time period (usually 129 days) that the item’s barcode is still recognized by our system, the replacement fines can sometimes be waived.  Please contact Circulation Supervisor Elizabeth at County, or your library manager, (540) 984-8200 for questions about waiving fines.

Should the item be returned after the barcode has been dropped from our system, the replacement charges cannot be waived. You will know if a barcode/item has been dropped from our system when a “No Matching Results Were Found” pop-up appears upon attempted check-in.

No fines are charged for Sundays or days the County Library is closed for holidays, inclement weather or other unforeseen closures.

(A) Fines for overdue items

  • All materials $.20/day

Please note that a $75.00 overdue fine cap for patrons was approved by the Library Director and enacted in 2024.

(B) Fees for computer print-outs and copies

(C) Miscellaneous Replacement Fees

  • Replace a lost card– $3.00
  • Replace a barcode sticker-$1.00/item
  • Replacement media insert (paper, ex. DVD and CD inserts)-$2.00
  • Replace a DVD or audiobook case-$6.00
  • Replace a single disc in audiobook-$10.00 (Please note that this is only an option if a single replacement disc is available through the audiobook vendor. Otherwise, replacement cost for the entire audiobook must be charged.)
  • Cataloging charge for replacing lost items-$2.50 (This charge is in addition to item replacement costs.)
  • Variable damage fees– Variable fees may be charged for items that are returned damaged but will remain in circulation. (Ex. Damaged dust covers.) Branch managers or the circulation supervisor can assess these items and apply fees where applicable.

(D) Fee for a FAX

  • Sending
    • $2.00 for the first page
    • $0.50 for each additional page
  • Receiving
    • $0.50 for each page

(E) Fee for library card for Shenandoah County non-residents

Note: Residents of Virginia counties adjoining Shenandoah County are eligible for a library card at no charge. These include: Warren, Frederick, Page and Rockingham counties.

  • Resident of Virginia – $10.00 for only 1 year – remember to make expiration date for only one year in the future
  • Non-Resident of Virginia – $10.00 for only 6 months – remember to make expiration date for 6 months in the future
